2025 H-2A Adverse Effect Wage Rates
The Farm Labor Survey (FLS) is a critical tool used by the U.S. Department of Labor (DOL) to determine the Adverse Effect Wage Rate (AEWR) for H-2A visa workers. The AEWR is the minimum wage that must be paid to H-2A workers in order to protect the wages and working conditions of U.S. workers in similar agricultural positions and is updated annually.
The FLS is an annual survey conducted by the DOL (or its designated state agencies) to gather data on the wages paid to agricultural workers across the United States. This survey collects information from employers in agriculture about the wages and hours worked by U.S. and foreign workers, providing a snapshot of the prevailing wage rates for farm labor in different regions.
The FLS has been released for 2025. We are seeing an increase from 2024 in all states except for Michigan, Minnesota, and Wisconsin. The wages based on the FLS survey are listed as follows:
When finalized, these wages will be set to go into effect January 1st, 2025.
